Annona Militaris

  • The Annona Militaris was a Grain Tax in kind to supply Grain for the Legions, started by Septimius Severus (193-211 CE).
  • Another Grain Tax was used to supply the city of Rome with Grain called the Annona Civica.

Description

  • The Tax was used to supply Grain and Foodstuffs to the Legions on the Frontiers, which the Legions appear to have collected themselves locally. It could also be collected in Gold.
  • The Legionaries were thus paid partly in money, the Stipendium, and partly in kind.
  • It was managed by the Praefectus Militaris.
